Day Three Once I decided to become a teacher and learn to teach, I thought about the holiest job in the world, to be a teacher and help children. I feel I’m committed to them, so I try to give everything...especially to children who don’t have a good situation at home, financially or culturally. I feel responsible, that the destiny of an entire generation is in my hands (Interview 11). Alongside the marketization of policy implementation, the analysis reveals that the values of accountability to citizen interests, quality service provision which fosters equality among citizens, and comprehensive support to clients are also central characteristics of contemporary service provision. These often contradictory values create an environment in which the boundaries of the workers’ role become vague, facilitating the provision of IFRs by SLBs. The ambiguity of this situation was well expressed by a physician, who was confused by our question regarding IFR provision: In today's environment, there are many "voices" calling for significant and fundamental changes in ecclesiological structures. Some want to move away from the historic model of congregational government; others want to return to this model. In fact, in our own Convention, many lay people are calling for more involvement in church governance since they are the ones who "pay the bills." I hear from pastors and staff regularly who have heard this call come from the pews of their churches.

Interviewee: This is self-evident, even though it’s not in the job description. My superiors know and they think that’s the way it should be (Interview 51). Lessen deterministic thinking about causes (e.g. “he can’t help it.. he has ADHD” or “… he saw his father be violent”) – it is always multi-causal. When contemplating the onboarding process for new employees, it’s common to think the responsibility resides solely in the domain of the HR department.In many organizations, for many years, companies have held new employee orientation—a day when new hires drink coffee and eat donuts, sign up for benefits, and affix their signature to mounds and mounds of paperwork. The day is considered complete when the new employee attests, in writing, that they have watched the latest iteration of the “Workplace Harassment Training Video” (production date circa 2002) before being unleashed into the organization.

Organizational leaders are busy guys and gals. Depending upon the size and scope of the organization, it may not be feasible for the CEO, CFO, or CMO to meet, greet, and get to know every new employee. It’s still important, however, that they participate in the onboarding process at various touch points. There is always the recurrent motto that we need to make sure clients receive all the rights they are entitled to and that they feel we do things in their interest. Yet, if I sit with a client for more than ten minutes, the client’s line in my computer turns from red to green to notify me I’ve exceeded the time alloted to the meeting. And at the end of the month, your supervisor warns you if you’ve exceeded the time too often. At the same time, the organization publishes special cases of outstanding workers who are graded by the quality service they gave to clients, in an internal newspaper. They do so to motivate employees to really try to help clients, indicating that they are valued not just by productivity but also by their commitment to reduce inequality (Interview 2).

The second part of the programme explores the use of consequences to change unwanted behaviour. This has similarities to the content of mainstream parenting programmes, but there are important differences. Most parenting advice assumes that children are co-operative. However, most parents who attend Who’s in Charge? typically have children who have stopped co-operating, who often appear to care about very little, who may deliberately sabotage parents attempts to apply consequences, and who may escalate their violence when parents implement behavioural control strategies.
