A short answer would be that cold mix bitumen-based surfacing material does what they say on the tin (or the bag) if the installer does what it says on the tin!

I also want to place the drain/bump very close to the edge of the tar (only the bellmouth is tarred- the rest of the drive is just stone) so if I cut down into it I'm leaving a weak little strip of tar. Most permanent cold-lay materials are designed to provide higher placement adhesion than traditional materials and, in some cases, will last a reasonable length of time if well compacted into wet potholes without edge cutback and sealing, or even in shallow defects with minimal preparation. It is suitable for a number of domestic applications including repairing driveways and footpaths and filling potholes. Another method is to add a cutting agent, such as kerosene, to make the material easier to work with. A cold planer or milling machine scrapes tarmac away from the sub-base and this can then be recycled. But to be on the safe side, Dave advises not to fix potholes when the temperature is close to freezing.
